It was a 90's slang term that was applied to describe something or someone incredible or perfect. When a person was all that and a bag of chips it did not mean that they were great, but it meant that they were extra special. Example: Her clothes are everything and a bag of chips! It amused and flattered and was thus one of the coolest methods of praising a person. The careless sound of the line was ideal as an accurate depiction of the light-hearted and self-confident spirit of the 90s youth genre.
